What makes this so rare is the fact that it was made in the Disney's Animation Department in Florida, which now no longer exists because it was all moved to California
Walt Disney Studios closed its Orlando, Florida based feature animation studio on Monday, January 12, 2004
The closed studio was responsible for
Mulan
(1998),
Lilo & Stitch
(2002) and
Brother Bear
(2003) and are the same animators that created this cel
This cel is marked  "The Magic of Disney Animation Walt Disney Animation Florida" making it extremely rare and was created during the time when Disney still did hand painted animation movies
This is an actual hand painted cel and not a reproduction from the Disney Florida studio
It was only available at Disney Feature Animation in Florida before its closing in extremely low production
